On October 10, 2023, the Ministry of Natural Resources and Environment of Vietnam released the “draft amendment of the Prime Minister’s Decision on the List of GHG Emission Facilities that Must Carry Out Greenhouse Gas (GHG) Inventories (hereinafter referred to as the Draft). The solicitation period is until December 10, 2023. The Draft replaces Prime Ministerial Decision 01/2022/QD-TTg promulgated on January 18, 2022.
In the Draft, a new category “Agricultural and Rural Development Sector” has been added as a facility list that must carry out GHG inventories. In addition, the number of target facilities in all fields is 2,893, an increase of 51.3% compared to the 2022 list. GHG emissions from these facilities are expected to account for about 34.5% of the country’s total GHG emissions.
The list of facilities by specific sector is specified in the following Schedules.
In particular, power plants and industrial production facilities in the commercial and industrial sectors specified in Annex II have also increased by 599 facilities compared to the 2022 list. In accordance with Cabinet Order 06/2022/ND-CP on Greenhouse Gas Reduction and Ozone Layer Protection, facilities with an annual energy consumption of 1,000 tonnes (tons of oil equivalent) or more in the commercial and industrial sectors must implement GHG inventories.
Facilities specified in the draft must regularly implement GHG inventories and GHG emission reductions. In accordance with Cabinet Order 06/2022/ND-CP, the former will be implemented every two years from 2024, and the deadline for submitting the first GHG inventory report will be March 31, 2025. On the other hand, the latter will be implemented every year from 2026, and the deadline for submitting the first GHG emission reduction result report will be March 31, 2027.
