Singapore to Ban Methoxychlor, Dechlorane Plus and UV-328 by 2025

The manufacture, import and export of Dechlorane Plus, Methoxychlor and UV-328, as well as products containing these chemicals, will not be allowed in Singapore from 26 February 2025.

The National Environment Agency (NEA) of Singapore recently announced an important update regarding the country’s commitment to the Stockholm Convention on Persistent Organic Pollutants (POPs). The effective date for the ban on Methoxychlor, Dechlorane Plus and UV-328 in Singapore, as well as products containing them, has been revised to February 26, 2025.

Singapore, as a party to the Stockholm Convention, has agreed to adopt three additional chemicals – Dechlorane Plus, Methoxychlor, and UV-328 – into Annex A of the convention for elimination. This decision was made at the 11th Conference of the Parties (COP) to the Stockholm Convention held in May 2023. In a circular published on 24 July 2023, NEA had previously informed local stakeholders that the manufacture, import, and export of these three chemicals and products containing them would be prohibited in Singapore effective 12 May 2024. However, the NEA has now revised this timeline.

By means of a Depositary Notification, the listing of these POPs in Annex A (Elimination) of the Stockholm Convention was formally announced on February 26, 2024. Such modifications become effective for the parties one year from the date of the Depositary Notification, as per the convention’s language. As a result, the ban’s implementation date in Singapore has been moved from May 12, 2024, to February 26, 2025, in order to comply with the Stockholm Convention’s deadline. Regarding the particular exemptions associated with certain POPs, the NEA promised to provide stakeholders with further details as time permits.
