New Zealand Updates Hazardous Substances Reporting Requirements

Importers and manufacturers of certain hazardous substances will need to report annually on the quantities imported or manufactured.

In June, 2024, the New Zealand’s Environmental Protection Authority (EPA) issued the Hazardous Substances (Importers and Manufacturers) Amendment Notice 2024, announcing the updates to the reporting requirements under the Hazardous Substances (Importers and Manufacturers) Notice 2015.

According to the updates, importers and manufacturers of certain hazardous substances must report annually on the quantities they imported or manufactured. This requirement applies to substance with high potential to directly enter the environments, such as pesticides, fumigants and antifouling paints.  “Having information on the amounts of chemicals being imported and manufactured will enable us to monitor trends and developments in chemical use and help bring New Zealand into line with international best practices.” explained by an official from the EPA. 

The EPA has made other changes to improve the information required from those importing and manufacturing chemicals. More specifically,

From 1 January 2026:

Importers and manufacturers of certain hazardous substances will need to report annually on the quantities imported or manufactured.

All importers and manufacturers will need to provide their New Zealand Business Number (NZBN), HSNO approval numbers and/or titles of the group standards for their hazardous substances.

Manufacturers of explosives will now need to provide the same information that is already required from importers of explosives.

From 1 January to 31 May 2026:

First annual reports are due by 31 May 2026. Importers and manufacturers of certain substances will need to report on chemical quantities they imported and manufactured from 1 January to 31 December 2025.

From 1 January 2025:

The EPA has the option to issue multi-shipment import certificates for approved explosives. This will reduce the administrative burden for importers.

The EPA is aware of industry concerns about administrative burden and is working to ensure a seamless process. The EPA is now engaging with importers and manufacturers regarding implementing the new requirements and developing supporting guidance, which will include ensuring an appropriate submission tool is in place to allow importers and manufacturers to provide their information from 1 January 2026.
