Malaysia Bans Imports of 21 Types of Metal Waste and Scrap

In February 2023, Malaysia updated its Customs (Prohibition of Imports) Order. According to Amendment [P.U. (A) 69/2024], Malaysia will begin prohibiting the importation of 21 types of metal waste and scrap starting May 1, 2024.

Below is the comprehensive list of prohibited metal waste and scrap. Notably, items numbered 4 to 24 have been newly added to the prohibition list through this amendment.

  1. Ferrous waste and scrap; remelting scrap ingots of iron or steel
  2. Copper waste and scrap
  3. Aluminium waste or scrap
  4. Nickel waste and scrap
  5. Lead waste and scrap
  6. Zinc waste and scrap
  7. Tin waste and scrap
  8. Tungsten (wolfram) waste and scrap
  9. Molybdenum waste and scrap
  10. Tantalum waste and scrap
  11. Magnesium waste and scrap
  12. Cobalt waste and scrap
  13. Bismuth waste and scrap
  14. Titanium waste and scrap
  15. Zirconium waste and scrap
  16. Antimony waste and scrap
  17. Manganese waste and scrap
  18. Beryllium waste and scrap
  19. Chromium waste and scrap
  20. Hafnium waste and scrap
  21. Rhenium waste and scrap
  22. Thallium waste and scrap
  23. Cadmium waste and scrap
  24. Other metal waste and scrap

Please take note that certain recovered (waste and scrap) paper and paperboard cannot be imported into Malaysia unless they meet the requirements of the Fourth Schedule and the Malaysian Standard, or other standards that have been approved by the Malaysian Authorities.
