China Releases a 2025 Catalog of Dual-Use Products and Technologies That Need Licenses for Import and Export

The entries pertaining to precursor chemicals and monitored compounds have been updated with new designations.

The 2025 Catalogue of Dual-use Items and Technologies Subject to Import and Export Licensing (henceforth referred to as the 2025 Catalogue) was jointly released by the General Administration of Customs and the Ministry of Commerce on December 31, 2024. The 2024 catalog has been replaced with the new one as on January 1, 2025.

The Measures of Dual-Use Items and Technologies Subject to Import and Export License Administration, along with other pertinent laws and regulations, govern the products and technologies included in this catalog. Both its export and import are subject to licensing procedures. The import and export catalogs are the two sections of this catalog, which must be modified and updated every year.

The Export Control List of Dual-use Items, which was published in November 2024, indicates that the 2025 Catalogue differs significantly from the 2024 version in terms of how it is constructed. There are only three sub-lists in the 2025 export catalogue compared to twelve in the 2024 version. The majority of the sub-lists in the 2024 export catalog have been included into the sub-list 1) of the 2025 export catalog, with the exception of sub-lists for precursor chemicals, nuclear products, and related technology.

Given the new designations and modifications made, the chemical industry will pay close attention to the precursor chemicals and monitored compounds in the 2025 Catalogue.
