China Urges Firms to Submit 2024 Chemical Reports by April

On January 14, 2025, the Solid Waste and Chemical Management Center (SCC) formally released a notice on the submission of the 2024 Annual Activity Report for new chemical substances.

Relevant Regulations

The notice aligns with the following:

  1. Measures for the Environmental Management Registration of New Chemical Substances (Ministry of Ecology and Environment Order No. 12).
  2. Announcement on Relevant Transitional Matters for the Environmental Management Registration of New Chemical Substances (Ministry of Ecology and Environment Announcement No. 46 of 2020).

These stipulate that holders of regular registration certificates for specified new chemical substances must submit their activity reports from the previous year to the competent authorities within the prescribed timeline.

Types of New Chemical Substances Requiring Annual Reports

  1. High-risk substances:
    Substances with regular registration certificates issued under Order No. 7 (former Ministry of Environmental Protection) classified as high-risk for environmental management.
  2. Substances with reporting requirements under Order No. 12:
    Substances registered under the Ministry of Ecology and Environment Order No. 12, where submission of annual reports is mandated as part of environmental management requirements.

  • Submission Deadline: April 30, 2025

Entities Responsible for Submitting Reports

  1. Holders of Certificates:
    • Registrants or their designated certificate holders under Order No. 7.
    • Applicants or their designated agents under Order No. 12.
  2. Processors and Users:
    Entities involved in the processing or use of new chemical substances must supply relevant information to assist the primary certificate holder in completing the report.

Contents of the Annual Report

The report must detail the following:

  • Activity Data: Production/import quantities, transfer records, and details of processors and users.
  • Information Sharing: Evidence of information transmission to downstream users.
  • Environmental Emissions: Monitoring or estimated data regarding emissions.
  • Risk Management: Implementation of environmental risk control measures and compliance with management requirements.

Submission Process

  1. Online Submission:
    • Log in via the Ministry of Ecology and Environment’s Service Hall website: http://zwfw.mee.gov.cn.
    • Navigate to the “New Chemical Substances” category and select “Regular Registration.”
    • Access the “Annual Report” section, complete the form, and verify accuracy.
  2. File Generation:
    • Print the completed form (with an SN code) as a PDF.
    • Sign, stamp, and scan the form into a color PDF.
  3. Final Submission:
    • Upload the scanned PDF and click “Submit.” Retain the original paper copies for records; mailing them is unnecessary.
