Environment and Climate Change Canada (ECCC) has released a Risk Management Consultation Document on Short-, Medium-, and Long-Chain Chlorinated Paraffins (carbon chains ≤20). The proposal seeks to strengthen controls due to their environmental and health risks, aiming to phase out these substances and encourage safer alternatives.
Regulatory Proposal
Under CEPA 1999, these paraffins are classified as persistent, bioaccumulative, and toxic. Canada banned short-chain variants (SCCPs) in 2012. The current proposal includes:
- Expanded Ban: Prohibiting the manufacture, import, use, and sale of MCCPs and LCCPs (≤20 carbon chains), including products containing them.
- Stricter Export Controls: Adding these substances to the Export Control List to limit international trade.
Consultation Focus Areas
ECCC seeks industry feedback on:
- SCCP Residue Thresholds: Data on unintentional residues in products to establish regulatory limits.
- MCCP Phase-Out & Alternatives: Usage data, transition timelines, cost assessments, and feasibility of substitutes.
- LCCP Applications & Regulations: Industry input on uses, transition feasibility, and proposed exemption criteria.
Exemptions & Next Steps
Limited exemptions may be granted for critical applications if viable alternatives are unavailable. Submissions are due by April 14, 2025, via email at interdiction-prohibition@ec.gc.ca. Final regulations are expected in 2026.
