On December 27, 2024, the Central Pollution Control Board of India (CPCB) released a producer guide handbook in accordance with the Battery Waste (Management) Rules, 2022. The document outlines the features of the online EPR portal, covering the duties of manufacturers, including generating EPR targets, filing yearly returns, reporting sales data, and meeting recycling targets (by acquiring EPR certificates). After two years since the regulations were published, the portal—which at the time of its creation was solely used for registrations—has been expanded to include many more features.
Sales Data Reporting
Producers will be required to provide data for every invoice issued when reporting battery sales statistics, including the following details:

Battery type and composition

Quantity sold
EPR Targets Generation & Purchasing of EPR certificates
Annual sales data is used to determine producers’ EPR targets, and producers can use the site to create the final target. Depending on the composition of the battery, the targets are further separated into the ten metal kinds listed below, each of which requires the acquisition of an EPR certificate.
- Lead
- Lithium
- Nickel
- Manganese
- Cobalt
- Aluminum
- Iron
- Cadmium
- Copper
- Zinc
Annual Returns
In addition to annual sales data and progress toward EPR targets, producers are required to report on battery wastes handed over to recyclers (amount, collection method, and recipient name) in the annual returns that must be filed each fiscal year. The report must be submitted even if the targets have not been attained since the money will be carried over to the following year if the targets are not met by the end of the fiscal year. Sales data and other information included in the report, however, cannot be changed after it has been filed.
