Taiwan Implements Voluntary Carbon Footprint Verification Regulations

The Regulations for Approval, Labeling, and Management of Carbon Footprints of Voluntary Products (the Regulations) were published by Taiwan’s Ministry of Environment (MOENV) on March 19, 2025. The Regulations, which go into effect immediately, regulate the voluntary application for carbon footprint verification with the goal of assisting customers in making knowledgeable decisions while encouraging environmentally friendly design and lowering emissions.

Application Process for Carbon Footprint Verification

Before submitting an application for verification, businesses must determine the carbon footprints of their products using the ISO 14067:2018 Greenhouse Gases Carbon Footprint of Products Requirements and Guidelines for Quantification and the product category regulations established by MOENV. The activity data used in this computation must be submitted to MOENV within two years after the application date. MOENV-accredited third-party agencies do certification when the computation is finished and provide certification statements.

After receiving the statements, enterprises can submit their applications to MOENV through the Carbon Footprint Information Platform, and upload the supporting documentation outlined below:

  • Basic information of the applicant, product, and manufacturing facility (or service location)

  • Company registration documents

  • Establishment or registration proof of the manufacturing facility (only for goods)

  • Use and labeling format of the Carbon Footprint Label

  • Life cycle flowchart of the product

  • Product carbon footprint inventory list and report

  • Certification statement issued by a certification body

  • Other documents as designated by MOENV.

The application review process is normally finished by MOENV in 60 days. After verifying that the product complies with the regulations, MOENV will check its carbon footprint and post the verification information on the appropriate information portal. The validity of the verification is two years. An extension must be sought at least one month in advance and within three months of the expiration date in order to remain valid.

Labeling Requirements for Carbon Footprint Label

The correct use and display of the Carbon Footprint Label in accordance with the verification is the responsibility of the manufacturers, importers, or sellers (collectively referred to as “users”) of products with certified carbon footprints. Publicly stated environmental claims must also match the verification information supplied by MOENV. 

When using the label, the following requirements apply:

  • The mark shall feature the prescribed green and blue colors (Pantone 368C, 348C, and Pantone Process Blue C). However, this rule does not apply to those proposing an alternative format in their verification application;

  • The heart-shaped section of the mark shall clearly display the carbon footprint value and its corresponding measurement unit. Altering its position or adding any text is prohibited;

  • The mark can be magnified or minified proportionally.

Obligations of Label Users

Reporting the usage of the label and keeping carbon footprint-related dossiers for inspection are the two primary duties that users of the Carbon Footprint Label must accomplish under the Regulations. 

  1. Reporting Label use

By January 31 and July 31 of each year, users must submit to MOENV, in the format specified by the authority, a report detailing their use of the Carbon Footprint Label during the previous six months. The product’s sales volume should be given if the label is only found on the marketing media and not the product or container.

  1. Retaining carbon footprint records for inspection

Products with a confirmed Carbon Footprint Label may be inspected by the appropriate authority at pertinent manufacturing or storage facilities. Users must make sure the following data is accessible for review: 

  • Information on components, energy sources, raw materials, calorific value and consumption, product kinds and output, other operational quantities, and production, sales, and import/export data pertaining to the carbon footprint of the product;

  • Additional documentation as mandated by MOENV.

For three years, users must save the aforementioned data and the accompanying paperwork they submitted with their verification application, and they must make sure the appropriate authority can access it.
