The optional national standard “General Technical Specification for Reused Parts of End-of-Life Vehicles (ELV)” (GB/T 45193-2024) was released by the State Administration of Market Regulation of China on December 31, 2024. On July 1, 2025, the standard will go into force. The standard covers the handling, trading, and processing of ELV’s reusable pieces. Performance standards, inspection procedures, quality assessment and grading, and labeling of repurposed components are all outlined in the standard. Relevant companies will voluntarily adhere to this national norm because it is voluntary.
Application scope
This standard covers the handling, trading, and processing of ELV’s reusable pieces. Here, “reused parts” refers to components that have been taken out of ELV and are suitable for reuse. Remanufactured parts, on the other hand, are used straight out of ELV without undergoing any additional processing. Please be aware that the parts and accessories listed below are not reusable:
- Engines, steering gears, transmissions, front and rear axles, frames
- Airbag systems and seat belt systems
- Exhaust gas treatment devices for fuel-powered vehicles
- Automotive batteries (including traction batteries for electric vehicles and lead-acid batteries for starting fuel-powered vehicles)
- Parts that directly affect braking performance, such as brake pads, brake discs, and brake drums
- Data storage components that contain personal information of the original vehicle owner
Performance requirements for reused parts
Businesses that disassemble ELV or sell repurposed pieces must check the performance of the parts they plan to reuse to make sure they fulfill the following requirements:
- Parts shall maintain their intact structure.
- Parts shall have no obvious cracks, breaks, deformation or damage.
- Parts shall not affect the safety of the entire vehicle after being installed in the vehicle.
Quality assessment and grade classification
Businesses that disassemble ELV or sell repurposed parts must assess the structural, functional, and performance conditions, as well as the appearance and state of repairs, using the results of inspections conducted in compliance with the standard’s inspection procedures. Then, they must designate the repurposed parts as Grade 1, Grade 2, or Grade 3 and mark this on the product label. Keep in mind that repurposed parts that don’t fit Grade 3 quality requirements can’t be sold.
Labeling requirements
Reused components for sale must be marked in Chinese as “报废机动车回用件” (reused parts from ELV) and include traceability codes for the reused parts in addition to the quality grading information mentioned above.
