Two important announcements that delayed the implementation dates of the necessary Quality Control Orders (QCO) for two chemicals were recently released by India’s Department of Chemicals and Petrochemicals (DCPC). Although this action gives international suppliers including Chinese manufacturers a critical window for adaptation, it also draws attention to the ever-tougher compliance requirements for breaking into the Indian market.

Manufacturers of these chemicals are required to apply for licenses from the Bureau of Indian Standards (BIS) following the implementation of these QCOs. The standard mark required by the license must be shown on the products. Chemicals that are only meant for export are not subject to the orders. These new directives must be followed by all pertinent manufacturers. Those who disregard the directives will face consequences in line with the 2016 Bureau of Indian Standards Act (BIS Act) requirements.
One aspect of India’s substantial regulation is the adjustment of the QCO for PVC and PP. More than 1000 chemical compounds are covered under the more than 105 QCOs that India has issued to date. According to Indian officials, the QCO system is intended to fill regulatory gaps, stop inferior goods from entering the local market, protect consumers, and encourage the robust growth of industries. For Chinese PP and PVC exporting companies, the delay in the QCO implementation offers vital buffer time.
