In May 2025, the “Guidelines for the Importation and Inspection of Waste Plastic” were published by the Standard and Industrial Research Institute of Malaysia (SIRIM). Under the Customs (Prohibition of Imports) (Amendment) Order 2025, imports of plastic waste are now subject to tight restrictions and must adhere to the rules. Acceptance requirements for plastic garbage and importation procedures were outlined in the guidelines.
Main requirements of import of plastic waste are as follows:
- Plastic waste shall meet the following criteria
- Carry out inspection before import
- Hold a valid manufacturing license
- Importer to have waste management facilities
- Obtain the Imported Scrap and Waste (MISW) license from SIRIM
- Provide a bank guarantee
Acceptance Standards for Waste Made of Plastic
A SIRIM-approved Foreign Inspection Body or Materials Recovery Facility must conduct an inspection before importing. Following import, a second inspection will take place at the factory storage yard. The importer is responsible for paying all inspection costs as outlined in the rules.
