On August 13, 2025, China’s Ministry of Industry and Information Technology (MIIT) published a draft mandatory national standard, Regulations for the Preparation of Chemical Safety Labels, on its official website and opened it for public consultation until October 12, 2025. This draft is intended to replace GB 15258-2009 and introduces several technical updates.

Key Updates:

1. Safety Information Codes for Hazardous Chemicals A new label element, Safety Information Code for Hazardous Chemicals, has been added to improve hazard communication across the supply chain under the current “one SDS, one label” system. The revised label now contains nine elements: chemical identification, pictograms, signal word, hazard statements, precautionary statements, emergency contact, supplier identification, safety information code, and reference note. This element is considered supplementary “non-standardized information” and complies with the 10th revised edition of GHS.

2. Changes to Hazard Statement Order

· The hazard category desensitized explosives is added for chemicals not listed in GB 12268, reflecting the latest GHS provisions.

· “Signal word” is replaced with “warning word” to align with Chinese terminology and GB/T 16483-2008.

· Hazard statements are reordered, and new rules for integrating hazard information are introduced based on updated GHS guidelines.

3. Labeling Requirements for Small Packages

· Simplified labels are now permitted for packages ≤100 mL, with an exemption for containers ≤5 mL due to visibility constraints.

· Fold-out labels are introduced in accordance with the 10th revised GHS edition.

4. Label Usage and Precautions

· Outer packaging of composite containers must display the safety information code.

· New labeling requirements for product sets have been added per the 10th revised GHS.
