Taiwan’s Ministry of Environment (MOE) has announced significant updates to its Waste Electrical and Electronic Equipment (WEEE) recycling requirements. 

In July, 2026, the MOE amended the “Scope, Facility Installation, Standards, and Other Compliance Matters for Electrical and Electronic Equipment Sellers Required to Install Resource Recycling Facilities.” This was followed by amendments to the “Regulations Governing the Management of Recyclable Waste Recyclers and Disposal Enterprises” on July, 2026. 

What’s Changing? 

Effective January 1, 2027, Taiwan will eliminate the mandatory three-copy recycling manifest (manifest voucher) for the Four Major Household Appliances: 

• Televisions  

• Washing Machines  

• Refrigerators  

• Air Conditioners/Heaters  

Previously, sellers collecting these used appliances from consumers were required to complete a recycling manifest and provide one copy to the customer. This requirement has now been removed from both the amended notice and the corresponding regulations. 

Why It Matters 

The amendments are expected to: 

• Simplify WEEE collection and recycling procedures.  

• Reduce administrative and documentation requirements for sellers and recyclers.  

• Streamline compliance while maintaining Taiwan’s resource recycling framework.  

Effective Date: January 1, 2027
