Vietnam updates facility list subject to GHG inventory regulations

On August 13, 2024, the Government of Vietnam promulgated “Prime Minister’s Decision 13/2024/QD-TTg on Updating the List of GHG Emitting Facilities that must Conduct Greenhouse Gas (GHG) Inventories.” This decision will enter into force on October 1, 2024, and at the same time Prime Minister’s Decision 01/2022/QD-TTg, promulgated on January 18, 2022, will become null and void.

The total number of facilities for all industrial fields designated in this decision is 2,166, an increase of 13.3% over the list of Year 2022(1,912 facilities in all). The specific list of facilities by sector is specified in the following Annexes, respectively.

In particular, power plants and industrial production facilities in the commercial and industrial sector, as defined in Annex II, have increased by 143 in terms of the number of facilities compared to the 2022 list. In accordance with Decree 06/2022/ND-CP on Greenhouse Gas Reduction and Ozone Layer Protection, facilities in the commerce and industry sector with an annual energy consumption of 1000 TOE (tons of oil equivalent) or more are subject to GHG inventories.

The facilities stipulated in this Decision shall conduct GHG inventories and GHG emission reductions on a regular basis. In accordance with Decree 06/2022/ND-CP, the former will be implemented every two years starting in 2024, with a deadline of March 31, 2025 for the submission of the first GHG inventory report. The latter will be conducted every year starting in 2026, with the first GHG emission reduction results report due by March 31, 2027. The number of target facilities is expected to increase gradually with regular updates in the future.
