Poison Centre Notifications: Key Information You Should Know

The European Union has introduced new Poison Centre Notification (PCN) requirements under the Classification, Labelling and Packaging (CLP) Regulation and the Globally Harmonized System (GHS) framework. These changes aim to enhance safety and ensure that authorities can quickly access critical information during chemical emergencies.

What’s New?

Starting January 1, 2025, businesses manufacturing or importing hazardous mixtures into the EU must submit a PCN for certain products. 

The notification must include:
✔ Chemical composition details
✔ Toxicological profiles
✔ Emergency response measures

Key Requirements

Who Needs to Comply?

  • Manufacturers and importers of hazardous mixtures within the EU.

  • Non-EU companies may voluntarily submit notifications to maintain confidentiality while ensuring full compliance.

  • Companies must notify authorities in each EU Member State where the product is marketed.

What Needs to be Submitted?

  • Detailed chemical composition

  • Hazard properties & potential health/environmental effects

  • Product identifiers (e.g., name, label details, Unique Formula Identifier (UFI) code)

New Notification Process

  • Submissions must be made via the ECHA Poison Centre Notification Portal.

  • Notification is required before placing the product on the market.

  • The new format follows harmonized GHS/CLP guidelines.

Deadlines

  • Existing products: PCN submission deadline was January 1, 2025.

  • New products/imports: Notification must be completed before market entry.

Impact on Labelling

  • Labels must include the UFI code and emergency response details after notification.

  • Affected products need updated packaging to comply with new requirements.
