Singapore Issues Directive on Approved Uses of Dechlorane Plus and UV-328

In March, 2025, Singapore enacted the Environmental Protection and Management Act 1999 (Amendment of Second Schedule) (No. 3) Order 2025. Effective March 24, 2025, the order outlines specific exempted uses for Dechlorane Plus and UV-328, clarifying the contexts in which these substances are not subject to regulatory restrictions under the Act.

Exempted Uses for Dechlorane Plus

The use of Dechlorane Plus is permitted in the following applications:

  • Adhesives

  • Fillers

  • Medical devices

  • Plastics

  • Products used in the aerospace, defence, and space sectors

Additionally, Dechlorane Plus is allowed in replacement parts or for the repair of items originally manufactured with the substance, including:

  • Aerospace, defence, and space sector components

  • Marine industry equipment

  • Gardening or forestry tools

  • Instruments for analysis, measurement, monitoring, control, production, and inspection

  • Medical devices

  • Motor vehicles

  • Outdoor power equipment

  • Stationary industrial machinery for agriculture, forestry, or construction

Exempted Uses for UV-328

UV-328 is permitted in the following:

  • Adhesives

  • Fillers

  • Heavy-duty coatings for large steel structures

  • Industrial coatings for vehicles and machinery

  • Mechanical separators in blood collection tubes

  • Medical devices

  • Motor vehicle parts

  • Photographic paper

  • Plastics

  • Triacetyl cellulose (TAC) film in polarizers

It may also be used in replacement parts for:

  • LCDs in instruments for analysis, monitoring, or production

  • Medical devices

  • Motor vehicles

  • Stationary industrial equipment used in agriculture, forestry, or construction

Note: “Medical devices” follow the definition in Appendix 1 of the Health Products Act 2007.

Revision to General Exemptions

The order also amends Appendix 2, Part 2 of the Environmental Protection and Management Act. This section previously listed general exemptions for harmful substances covered in Part 1. With this amendment, items containing Dechlorane Plus or UV-328 are no longer included in these general exemptions, making it clear that they are subject to specific regulatory controls unless explicitly exempted.

Amendment to Hazardous Substances Regulations

Also on March 21, 2025, Singapore introduced the Environmental Protection and Management (Hazardous Substances) (Amendment No. 2) Regulations 2025, which took effect on March 24, 2025. This amendment updates existing provisions related to the storage and use of hazardous substances, introducing the following key changes:

  • May 31, 2022: Substances brought under regulatory scope

  • May 6, 2024: Announcement of delayed implementation

  • November 12, 2024: Notification of exempted uses

The latest order formally enacts the exemptions announced in November 2024, with only minor adjustments. Notably, the amendments to Appendix 2, Part 2 are newly introduced through this order, providing further clarity on the specific products subject to regulation.
