On August 20, 2025, the Solid Waste and Chemicals Management Center issued a Work Notice on applying for an extension of chemical substance identification information disclosure. Registration certificate holders seeking an extension must submit supporting documents to the competent authority by September 15, 2025. To help enterprises comply, CIRS Group has summarized the key requirements and procedures below. 

1. Confidentiality Period and Extension Rules

• The IECSC (2013) includes 45,612 chemical substances, of which 3,270 are confidential. 

• The confidentiality period for most confidential entries ends on December 31, 2025. In many cases, no extensions are permitted (e.g., substances declared under SEPA Order No. 17). 

• Substances registered under MEP Order No. 7 (before Jan 1, 2021): 

• If initial activities were conducted, confidentiality may be extended for up to 5 years, application due Sept 15, 2025. 

• If no initial activities were conducted, they will be added to the IECSC on Dec 31, 2025, with the option to apply for an extension. 

• Substances registered during the transition period (Jan–Jun 2021) may apply for extensions until Dec 31, 2025, valid for up to 5 years. 

• Substances under MEE Order No. 12: included in IECSC 5 years after initial registration, with extension requests allowed six months before expiry. 

• No extensions are allowed for: 

• Substances without confidentiality approval during registration. 

• Substances voluntarily disclosed or withdrawn. 

• Simplified declarations and scientific research filings. 

2. Application Material Requirements

Applicants must prepare: 

• Basic information: registration certificate number, applicant/agent details, signatory, and authorization if needed. 

• Substance details: hazard profile, potential environmental/health risks. 

• Confidentiality status: details of approved protection. 

• Supporting documents, including: 

• Identification fields for extension (e.g., names, CAS number, molecular data). 

• Evidence of commercial value and confidentiality measures. 

• Proof that the requested data is not publicly available. 

• A signed and sealed necessity statement. 

3. Online Application Procedure

• Log in to the MEE Online Service Hall → New Chemical Substance Registration System. 

• Complete the Extension Application Form under the regular registration section. 

• Upload required documents (certificate, necessity statement, attachments). 

• Preview, print, sign, and seal the application. 

• Upload a scanned PDF of the signed form and submit. 

• Track progress and review status under “History.” 

4. Review and Approval Criteria

Applications will not be approved if: 

• Not all certificate holders apply on time. 

• The necessity statement is insufficient. 

• The substance is high-hazard or poses significant risks where disclosure delay would affect public or environmental health. 

Applications will be approved if: 

• All certificate holders apply within the deadline. 

• The necessity statement is adequate. 

• The substance does not pose significant health or environmental risks.
