The Government of the Hong Kong Special Administrative Region (HKSAR) has priced approximately HK$20 billion (US$2.6 billion) in digital green bonds, marking the largest-ever digital bond issuance globally to date.
A digital green bond, also known as a tokenized green bond, is a green bond represented on a blockchain network. The use of blockchain enables investors to trade the bonds digitally, while principal and interest payments can also be processed on-chain.
Key Benefits of Digital Green Bonds
Blockchain-based bond issuance can offer several advantages, including:
- Greater transparency and traceability of transactions
- Faster transaction and settlement processes
- Improved efficiency in bond administration
- Enhanced visibility throughout the bond lifecycle
The latest offering comprised four tranches, denominated in Hong Kong dollars, Renminbi, US dollars and euros.
Strong Investor Demand
The issuance attracted significant investor interest, with subscription ratios across the four currency tranches ranging from 1.3 to 11.3 times, highlighting growing market appetite for digital and sustainable financial instruments.
Fourth Digital Green Bond Issuance
This marks the fourth digital green bond issuance by the HKSAR Government.
The government’s digital green bond programme began with an HK$800 million tokenized green bond in 2023, followed by:
- HK$6 billion issuance in 2024
- HK$10 billion issuance in November 2025
- HK$20 billion issuance in the latest offering
The latest issuance therefore represents a significant expansion in both scale and adoption of blockchain-enabled sustainable finance.
