On October 15, 2025, the European Commission officially adopted Commission Implementing Regulation (EU) 2025/2067, revising the registration fee structure under the EU REACH Regulation (Registration, Evaluation, Authorization, and Restriction of Chemicals). The updated regulation introduces a 19.5% increase in standard registration fees, while the existing fee reductions for small and medium-sized enterprises (SMEs) remain unchanged. The new regulation was published in the Official Journal of the European Union on October 16, 2025.

Legislative Background

Following the 2018 REACH registration deadline, the European Chemicals Agency (ECHA) saw a significant reduction in registration revenue, despite increasing demands for scientific evaluation and technical support. To address this, the European Commission reviewed the fee structure and adjusted the standard fees to align with the average annual inflation rate of 19.5% for 2021–2023, as reported by Eurostat.

Earlier, on July 25, 2025, the Commission announced proposed fee increases related to biocidal product approvals and subsequently voted on the draft amendment to REACH administrative fees. The final proposal was formally adopted on August 30, 2025, marking a key update in the financial framework governing REACH compliance.
