On 22 November 2025, Environment and Climate Change Canada and Health Canada released new risk-assessment information for flame retardants TPHP and TBOEP, revising the earlier conclusion for TBOEP. Scientific comments are open until 21 January 2026.

Background: A 2021 draft assessment found TPHP “toxic” under CEPA but TBOEP “not toxic.” New data submitted since then triggered a reassessment.

Updated Conclusions:

· TPHP: Still meets CEPA section 64 toxicity criteria, with new evidence strengthening health-risk concerns.

· TBOEP: Now considered potentially harmful; updated exposure data shows risk from products like foam mattresses, upholstered furniture and child car seats.

Next Steps: The Government has published an updated Risk Management Scope and is seeking stakeholder input on proposed controls. Comments can be submitted within 60 days via e-mail or the online portal, with confidentiality requests allowed under CEPA section 313.
