At the fifteenth meeting of the Conference of the Parties to the Basel Convention (COP-15, held from June 6-17, 2022), amendments were made to Annexes II, VIII, and IX with the aim of expanding the control over transboundary movements of e-waste and ensuring all electronic and electrical waste undergo the prior informed consent (PIC) procedure.
The amendments include:
- Annex II (waste requiring special consideration, subject to the PIC procedure): The addition of entry Y49, which covers all e-waste, its components, and waste from e-waste processing (e.g., shredded fractions), excluding those already covered by entry A1181 in Annex VIII.
- Annex VIII (waste presumed hazardous, subject to the PIC procedure): The addition of entry A1181, covering hazardous e-waste, its components, and waste from e-waste processing (e.g., shredded fractions), while the previous entry A1180 was deleted.
- Annex IX (waste presumed non-hazardous, not subject to the PIC procedure): The removal of e-waste entries B1110 (e-waste) and B4030 (single-use cameras).
These changes will take effect on January 1, 2025.
