On September 8, 2025, Singapore’s National Environment Agency (NEA) released a draft regulation targeting equipment that uses hydrofluorocarbons (HFCs) as refrigerants. Public consultation ran until September 19, 2025. The regulation seeks to amend the Environmental Protection and Management Act to prohibit the sale of equipment with a global warming potential (GWP) above 150, including commercial refrigerators, centralized refrigeration systems, passenger cars, and light goods vehicles (LGVs). If enacted, the regulation will take effect on April 1, 2027.

Proposed Ban on Equipment Containing HFCs with GWP >150

The draft regulation covers three main categories:

1. Standalone Commercial Refrigerators

a. Factory-assembled systems with refrigerant charges ≤150 grams, used to store perishable goods such as beverages and food for commercial sale. Examples include chillers, freezer cabinets, display cabinets, countertop refrigerators, and wine coolers.

2. Centralized Commercial Refrigeration Systems

a. Rack systems combining multiple compressors, including direct expansion, indirect, and semi-plug-in water loop systems, primarily used in supermarkets and other food retail outlets.

3. Passenger Cars and Light Goods Vehicles (LGVs)

a. Vehicle air-conditioning systems used to cool passenger compartments.

A grace period is expected through March 31, 2028, allowing companies to sell existing stock and fulfill contracts made before April 1, 2027. The draft regulation also proposes requirements for refrigerant recovery and proper disposal operations.
