China’s SCC-MEE Mandates Over 180 Enterprises to Submit New Chemical Annual Reports

On January 14, 2025, China’s Solid Waste and Chemicals Management Center (SCC) under the Ministry of Ecology and Environment (MEE) issued an official notice requiring holders of new chemical regular registration certificates to submit their 2024 annual reports via the online registration system by April 30, 2025.

Affected Enterprises

The SCC-MEE has published a list of over 180 certificate holders (or their appointed agents) who must comply. The list includes certificate codes, company or agent names, and their respective provinces. Details can be accessed [here].

Scope of Reporting

This requirement applies to:

  • New hazardous chemicals under priority environmental management with a Regular Registration Certificate issued under MEP Order No. 7.

  • New chemicals registered under MEE Order No. 12, where annual reporting is a post-registration obligation.

Reporting Requirements

Enterprises must report:

  • Annual production or import quantities

  • Environmental emissions

  • Information shared with downstream users

  • Implementation of environmental risk control and management measures

Compliance & Consequences

With the April 30, 2025, deadline approaching, enterprises must ensure timely submission, following the Guidance on Environmental Management Registration of New Chemical Substances.

Additionally, the registration certificate holder’s name, agent’s name, and certificate number in the annual report must match the details on the registration certificate. Non-compliance under MEE Order No. 12 may result in fines.
