The Philippine Inventory of Chemicals and Chemical Substances (PICCS) is a comprehensive list of all chemicals and substances used, imported, distributed, processed, manufactured, stored, exported, handled, or transported in the Philippines. Maintained by the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR), the PICCS has been regularly updated since its initial publication in 1995 based on industry nominations.
Purpose of PICCS
The PICCS serves as a central information resource for the government, industry, and public, ensuring transparency regarding existing chemicals in the country. It is also a critical reference for chemical manufacturers and importers, as chemicals listed in the PICCS can be manufactured or imported without prior notification to the DENR-EMB—unless they are on the Priority Chemicals List (PCL) or subject to Chemical Control Orders (CCO). Chemicals not listed in the PICCS require approval through the Pre-Manufacture and Pre-Importation Notification (PMPIN) process.
PICCS Information & Updates
Each chemical entry in the PICCS includes:
- Chemical name
- CAS (Chemical Abstracts Service) number
- CAS Registry Index name, based on IUPAC (International Union of Pure and Applied Chemistry) nomenclature
- Common name, if different from the CAS Registry Index name
The PICCS is updated annually, incorporating new chemicals that have received PMPIN certificates. Importers and manufacturers who submit a start-up notification by December 31 are included in the following year’s update.
