Singapore Revises Environmental Regulations: LC-PFCAs and MCCPs Designated as Hazardous Substances

Under the Environmental Protection and Management Act 1999, the Ministry of Sustainability and the Environment has introduced the Environmental Protection and Management (Hazardous Substances) (Amendment) Regulations 2025. These new regulations will take effect on August 1, 2025, adding two new chemicals to the list of hazardous substances:

  • Long-chain perfluorocarboxylic acids (LC-PFCAs) (C9–C21), including their salts and related compounds

  • Medium-chain chlorinated paraffins (MCCPs) (C14–C17)

Key Regulatory Updates

To strengthen the management of these substances, the National Environment Agency (NEA) will implement stricter control measures:

  1. Licensing & Permits:

    • A Hazardous Substances Licence (HS Licence) is required for importing, exporting, manufacturing, or selling these substances.

    • A Hazardous Substances Permit (HS Permit) is mandatory for storage and usage, ensuring compliance with safety standards.

  2. Safety & Compliance Measures:

    • Enterprises must implement proper storage conditions, safety equipment, and emergency response protocols.

    • Employee safety training is required to minimize risks and improve emergency preparedness.

    • High-risk substances may require an Environmental Impact Assessment (EIA) to evaluate long-term environmental effects.

  3. Monitoring & Enforcement:

    • NEA will conduct regular inspections of licence holders to ensure compliance.

    • Severe penalties will be imposed for regulatory violations.
