ECHA Takes on New Responsibilities to Enhance Packaging Safety

The European Chemicals Agency (ECHA) will play a key role in identifying harmful chemicals in packaging and, when requested, recommending restrictions on their use. These responsibilities stem from the newly enacted Packaging and Packaging Waste Regulation, which takes effect today.

As part of its mandate, ECHA’s first task is to assist the European Commission by conducting a comprehensive study to identify chemicals of concern in packaging and related components. This assessment will evaluate their impact on safety, reuse, and recycling. ECHA is set to deliver its findings to the Commission by the end of September 2026.

Following the report, the European Commission will determine necessary follow-up actions, including potential restrictions on substances that pose health or environmental risks. Any proposed restrictions will be processed under the existing REACH restriction framework.

Through this initiative, ECHA aims to enhance public and environmental protection by reducing exposure to harmful chemicals in packaging while promoting safer reuse and sustainable recycling.

Background

The Packaging and Packaging Waste Regulation is designed to minimize packaging waste, enhance sustainability, and reduce environmental impact. By promoting a circular economy and resource efficiency, it encourages the development of eco-friendly packaging technologies and materials.

Under this regulation, ECHA is responsible for specific chemical safety assessments, while the European Commission’s Directorate-General for Environment oversees its broader implementation.
