The updated Enforcement Ordinance of Japan’s Chemical Substances Control Law (CSCL), issued by the Ministry of Economy, Trade and Industry (METI) on October 1, 2024, came into force on April 1, 2025. The revised regulation mandates that all companies involved in the manufacture or import of chemical substances must begin submitting annual reports starting from fiscal year 2025. Reporting must now follow four updated formats, increasing regulatory scrutiny over General Chemical Substances, Priority Assessment Substances, Monitoring Substances, and Class II Specified Chemical Substances.
Overview of the Four Reporting Formats:
- General Chemical Substances (Format 11)
- Threshold: ≥1 ton/year
- Key Info: Must indicate if the substance is a polymer.
- Threshold: ≥1 ton/year
- Priority Assessment Substances (Format 12)
- Threshold: ≥1 ton/year
- Key Info: Polymer classification, and details of manufacturing facilities required.
- Threshold: ≥1 ton/year
- Monitoring/Class II Specified Substances (Format 13)
- Threshold: ≥1 kg/year
- Key Info: Must specify the category, report Class II content in products, and provide manufacturing site information.
- Threshold: ≥1 kg/year
- Forecasts/Revisions for Class II Substances (Format 14)
- Threshold: ≥1 kg/year (for projected or revised volumes)
- Key Info: Content of Class II substances in products must be reported.
- Threshold: ≥1 kg/year (for projected or revised volumes)
Common Reporting Requirements Across All Formats:
- Entity Details: Company name, address, corporate ID, and contact info.
- Substance Identification: Chemical name, CAS number, official designations, and reference codes.
- Quantitative Data: Manufacturing/import volumes, shipment totals, and usage breakdowns.
- Optional Attachments: Supporting documents like molecular structure or product composition.
These amendments aim to strengthen chemical safety oversight and environmental protection through more rigorous, category-specific reporting. Businesses are strongly encouraged to review the new rules and align their compliance and reporting systems accordingly.
