Bali, Indonesia Prohibits Production and Distribution of Beverage Containers Smaller Than 1 Liter

In April, 2025, the Bali provincial government issued and immediately enforced Directive No. 9 of 2025 as part of its Bali Clean Waste Movement. The regulation introduces a ban on the manufacture, distribution, and provision of beverage containers under 1 liter and significantly expands waste management responsibilities for various sectors across the province.

This directive builds on Bali’s 2019 ban on single-use plastics—such as plastic bags, straws, and polystyrene—by formally adding small plastic beverage containers to the list of prohibited items.

Key Provisions of Directive No. 9 of 2025

General Prohibitions:

  • Production, distribution, and sale of single-use plastic beverage containers under 1 liter

  • Illegal dumping of waste in public spaces or areas that may contaminate water sources

  • Assigns community oversight responsibilities to support enforcement of plastic use and waste regulations

Obligations for Businesses and Government Offices:

Applies to both private and government offices, including:

  • Hotels, restaurants, cafes, shopping centers, and offices

Requirements include:

  • Establish an internal waste management unit

  • Cease use of all single-use plastic products (bags, straws, containers, polystyrene) and switch to eco-friendly alternatives, such as reuse and refill systems

  • By January 1, 2026, ensure:

    • Waste is sorted at the source into organic, inorganic, and residual categories

    • Inorganic waste is channeled for recycling via partnerships with certified recycling companies

Additional Business-Specific Obligations:

  • Provide designated temporary waste storage facilities

  • Submit regular reports on waste management practices to both provincial and municipal authorities

Expanded Scope:

The directive also mandates waste management practices for:

  • Educational institutions

  • Traditional and modern markets

  • Places of worship
