China Updates Permitted Uses of Two Current Chemical Substances and Adds 44 New Chemical Substances to IECSC

In China, these 44 compounds are currently regulated as existing chemicals. New usage registration will be necessary for some current chemical compounds if they are employed for industrial purposes other than those that are allowed.

The Chinese Ministry of Ecology and Environment (MEE) declared on May 6, 2025, that two previously listed existing chemical compounds had their approved uses modified and that 44 new chemical substances had been added to the Inventory of Existing Chemical compounds in China (IECSC). 

Seven of the 44 chemical compounds that met the supplementation requirements but were not included in the prior supplementation window were produced in China or imported there prior to October 15, 2003. Under MEE Order No. 12, they are no longer subject to new chemical registration or notification requirements because they are now regulated in China as existing chemical compounds.

The remaining 37 compounds are now eligible for listing in the IECSC as existing chemical substances in China after having previously been registered under the Measures on Environmental Management of New Chemical compounds (MEP Order No. 7 of 2010). Under MEE Order No. 12, they are no longer subject to new chemical registration or notification requirements because they are now regulated in China as existing chemical compounds. Nevertheless, only the uses listed in the IECSC are allowed for certain of these recently classified existing chemical compounds. A new usage registration will be needed if the drug is used for industrial purposes other than those that are allowed. Additionally, the following modifications have been made to the IECSC’s list of approved uses for these two already-listed chemical compounds.
