A Draft Decree on Extended Producer Responsibility (EPR) Regarding Recycling and Waste Management was recently published by the Vietnam Ministry of Agriculture and Environment (MAE). This Decree offers comprehensive guidelines on Articles 54 and 55 of the Environmental Protection Law concerning the extended producer responsibility (EPR) for manufacturers’ and importers’ waste treatment and product and packaging recycling duties, as well as the disposal of transportation equipment.
The foundation of the EPR policy in Vietnam was laid by the Environmental Protection Law, which established it through Articles 54 and 55. The precise rules controlling EPR, however, are still scattered throughout a number of legislative instruments, such as Decree No. 08/2022/ND-CP and Decree No. 05/2025/ND-CP. The Decree seeks to improve the enforceability of EPR in Vietnam and consolidate the regulatory environment by combining EPR-related regulations into a single legal instrument.
