A public consultation on ideas for the harmonized classification and labelling (CLH) of two compounds was launched by the European Chemicals Agency (ECHA) on July 7, 2025. The deadline for feedback is September 5, 2025. ECHA also unveiled 16 new substance testing ideas the same day, requesting public feedback by August 21.

CLH Proposals

The CLH process aims to ensure consistency and transparency in hazard information for chemicals across Europe. This procedure involves assessing the hazardous properties of chemical substances, proposing appropriate classifications and labels, collecting public input, and concluding with a final review and recommendations by ECHA’s Committee for Risk Assessment (RAC).

Testing Proposals

According to the REACH legislation, registrants must submit testing proposals (TPs) before beginning any of the investigations specified in Annexes IX and X (which correspond to registration tonnages of 100–1,000 t/y and above 1,000 t/y). Based on the input gathered and the unique properties of the chemicals, ECHA will establish testing standards following the conclusion of the public consultation period. ECHA aims to improve safety evaluations and update testing specifications in accordance with public feedback.
