Background

China RoHS 2: Implementation Arrangements for Conformity Assessment System was published on May 16, 2019, by the Ministry of Industry and Information Technology (MIIT) and the China State Administration for Market Regulation (SAMR). Only EEPs included in the Qualification Management Catalogue (First Batch) are eligible for conformity assessment amendments.

The two methods of conformance assessment recognized under the Implementation Arrangements are compliance self-declaration and voluntary certification. Applying to an official certification authority is the first step in the state-standardized voluntary certification procedure. Suppliers can independently evaluate conformance and submit accompanying technical documentation for government assessment through self-declaration.

As of June 30, 2025, 1,414 enterprises have submitted 19,357 passing grades for 30,636 electrical and electronic items, mostly through self-declaration, according to MIIT’s report on progress in China RoHS compliance.

According to statistics provided by China’s Ministry of Industry and Information Technology (MIIT) on July 10, 2025, the number of electrical and electronic product (EEP) conformance assessment results pertaining to the restriction of hazardous substances (China RoHS 2) has been steadily rising.

Statistics show that as of June 30, 2025, 1,414 businesses have uploaded 19,357 conformance assessment records, encompassing 30,636 goods, to the RoHS Public Service Platform. Compared to the end of March of this year, there are 1,015 more product varieties. Nearly 6,000 monitors made up the greatest portion of the 30,636 products, followed by microcomputers, which had over 5,000.

Under China RoHS 2, conformance evaluation can be done in two ways: self-declaration and voluntary certification. This time, 4,005 goods were evaluated through voluntary certification, while 26,631 products were evaluated by self-declaration.
