On July 1, 2025, Taiwan’s Environmental Protection Administration (EPA) introduced amendments to the regulation titled “Scope of Responsible Businesses for Items or Containers that Should Display Collection-related Labels, Label Design Size, Position, and Other Compliance Matters.” The revision requires that plastic material identification codes be displayed on plastic liners and blister packs, with the goal of enhancing recycling transparency and accountability. Companies that manufacture or import these products—designated as responsible enterprises—must ensure compliance with the labeling requirement by September 30, 2027.

Summary of Key Provisions:

· Labeling Deadline: Manufacturers and importers registering as responsible enterprises between July 1, 2025, and June 30, 2027, are required to label products with the appropriate plastic identification codes no later than September 30, 2027.

· Exemption from Recycling Mark: Plastic liners and blister packs are not required to display the container recycling mark.

· Direct Marking for Unpackaged Items: Unpackaged liners and blister packs must carry the plastic identification code printed directly on the item.

· Labeling for Imported Products: For imported goods that include liners or blister packs, the code must be shown either on the item itself or on the external packaging or label. When labeling the packaging, each plastic component must be clearly marked with its respective material code.

· Product-Specific Exemptions: Liners and blister packs used in pharmaceuticals, health supplements, or medical devices are exempt from the labeling rule, due to regulatory considerations from the Ministry of Health and Welfare.
