To encourage a circular economy in the industrial sector, Malaysia is tightening restrictions on the importation of plastic waste and requiring certification of Post-Consumer Recycled (PCR) materials.  
More stringent regulations on the importation of plastic garbage have been in place since July 1, 2025. Amendments to the Customs Act and a new permitting system run by SIRIM, a government organization under the Ministry of Investment, Trade, and Industry (MITI), are how the amended regulations are put into effect. Only with SIRIM’s approval and in accordance with the specific requirements outlined in the recently released Guidelines for Importation and Inspection of garbage Plastic may importers bring in plastic garbage under the new framework. 

According to MITI, these steps are meant to guarantee that imported plastic trash satisfies strict quality requirements that allow it to be recycled into new products. The policy seeks to lessen the amount of garbage dumped in landfills, encourage the growth of indigenous companies, and lessen dependency on imported raw resources.
