Singapore Pushes Back Climate Reporting Mandate, Granting SMEs More Time to Adapt 

Singapore’s Accounting and Corporate Regulatory Authority (ACRA) and Singapore Exchange Regulation (SGX RegCo) have revised the timelines for implementing mandatory climate-related reporting, easing requirements particularly for small- and mid-sized companies. 

While listed companies will still need to disclose Scope 1 and 2 greenhouse gas (GHG) emissions from FY2025, and the largest listed firms must report Scope 3 value chain emissions from FY2026, most ISSB-based disclosure requirements have been pushed back. Scope 3 reporting will remain voluntary for the majority of companies until further notice. 

The regulators cited global economic uncertainty and company feedback—especially from smaller firms—highlighting a lack of resources, expertise, and readiness. This decision follows calls from the Singapore Business Federation, whose survey showed only 4% of small- and mid-cap companies felt confident about meeting the original timeline. These firms make up 84% of SGX listings. 

Under the new framework: 

  • Straits Times Index (STI) constituents: No change—must report Scope 1 and 2 from FY2025 and Scope 3 from FY2026. 
  • Non-STI listed companies ($1B+ market cap): ISSB-based reporting begins FY2028; Scope 3 voluntary. 
  • Listed companies (<$1B market cap): ISSB-based reporting begins FY2030; Scope 3 voluntary. 
  • External assurance for Scope 1 and 2 is delayed to FY2029 for listed companies. 
  • Large non-listed companies (≥$1B revenue and ≥$500M assets): Scope 1 and 2 reporting postponed to FY2030 (from 2027), external assurance to FY2032; Scope 3 remains voluntary. 

Regulators noted that STI companies are better prepared and encouraged all businesses to continue building climate reporting capabilities in line with ISSB standards.
