Spain Mandates Carbon Reporting Under New Climate Emergency Strategy

Spain has rolled out a sweeping climate emergency plan that raises corporate disclosure requirements and accelerates its clean energy transition, following wildfires that devastated over 300,000 hectares. The strategy fast-tracks decarbonization while reinforcing climate resilience.

A key measure is mandatory carbon reporting. From 2026, companies must report on 2025 Scope 1 and 2 emissions, with Scope 3 phased in for large firms starting 2028. Businesses will also need to submit five-year greenhouse gas reduction plans.

The plan establishes a State Agency for Civil Protection and Emergencies, creates a national climate refuge network, and enforces stricter forest management and land-use rules, including restrictions on building in high-risk zones.

On the energy side, Spain is doubling down on renewables. In 2025 alone, over 5 GW of solar projects entered permitting, with another 21 GW required by 2030. The country also targets 12 GW of hydrogen electrolysers by 2030, already accounting for 20% of EU green hydrogen projects. By 2050, Spain aims for 100% renewable electricity and 97% renewable energy mix, with interim goals of 81% renewable power and 32% emissions cut by 2030.

The stakes are high: climate disasters have cost Spain €32 billion in just five years. But the government is also betting big—unlocking nearly $32 billion in clean tech investments under its recovery plan.
