New Import Rules for Used Goods and Non-Hazardous Waste

Effective August 2025, Indonesia has issued Permendag 24/2025, replacing Permendag 8/2024. The regulation introduces new procedures for importing used goods and non-hazardous, non-toxic (non-B3) waste, covering licensing, verification, zone-specific rules, reporting, and transition provisions. 

Key Highlights 

  1. Effective Date
  • From Aug 2025: Permendag 24/2025 replaces 8/2024. 
  1. Licensing & Verification
  • Imports require PI (General Import Permit) or IP (Special Import Permit) depending on the goods. 
  • Surveyor Verification (LS) and/or Verification of Technical Tracing (VPT) applies in specified cases. 
  1. Zone Treatments
  • Free Trade Zones (KPBPB), Special Economic Zones (KEK), and Bonded Zones (TPB) have tailored entry/exit rules. 
  • Sabang KPBPB: No import policies for entries from abroad, but prohibitions remain; full rules apply upon release to Customs Territory. 
  1. Used Goods & Waste
  • New goods: Imported as required. 
  • Used goods: Allowed if not available domestically for industrial use, for disaster recovery, or under specific schemes (Industrial Relocation/Dispensation). 
  • Non-functional lithium batteries: Require prior IP approval. 
  • Non-B3 waste: PI + LS before customs clearance; only via designated ports. 
  1. Used Capital Goods (BMTB)
  • Industrial Relocation/Factory Transfer: PI from Director General + mandatory VPT. 
  • Dispensation route: Age limits (20 years for machinery; ships with exceptions) + verification. 
  • Transfer of ownership: Restricted (e.g., ships transferable after 4 years; others after 5). 
  1. Reporting & Compliance
  • E-reporting required for imports/distribution (including nil reports). 
  • Sealed-container transport mandatory for industrial raw-material waste. 
  • Non-B3 waste not usable in production must be processed properly (individually, jointly, or via licensed processors). 
  • Violations trigger Article 22 sanctions. 
  1. Transitional Provisions
  • Existing IP/PI remain valid until expiry (can be amended/extended). 
  • Applications in process continue if non-conflicting. 
  • Existing documents/surveyors remain valid. 
  • Arrived goods (per manifest) must comply with the new regulation. 

In summary: From August 2025, importers of used goods and non-B3 waste must comply with stricter licensing, verification, and reporting requirements under Permendag 24/2025, with tailored rules for KPBPB, KEK, and TPB zones.
