On September 25, 2025, the Official Journal of the European Union published Regulation (EU) 2025/1930, amending Regulation (EU) 2019/1021 on Persistent Organic Pollutants (POPs). The amendment formally lists Dechlorane Plus and its isomers as POPs, imposing a full ban on their manufacture, placement on the market, and use, while allowing time-limited exemptions for critical applications.

Phased Concentration Limits

· Until April 15, 2028: Maximum 1000 mg/kg (0.1%) in substances, mixtures, or articles.

· From April 15, 2028: Maximum 1 mg/kg (0.0001%).

Exemptions

· Until February 26, 2030: Aerospace, space, and defense applications; medical imaging; radiotherapy equipment.

· Until 2043 (or end of service life): Spare parts and repairs for vehicles, industrial machinery, marine/outdoor power equipment, aerospace/defense, and analytical instruments.

· Until end of service life: Spare parts and repairs for medical devices and in vitro diagnostic devices under Regulations (EU) 2017/745 and 2017/746.

Next Steps The regulation enters into force 20 days after publication and is directly applicable across all EU Member States. The European Commission will review possible extensions of exemptions for aerospace, defense, and medical imaging by April 1, 2028.
