The European Chemicals Agency (ECHA) issued a “Call for Evidence” on September 17, 2025; to collect data on packaging, materials used in packaging and packaging waste, waste management, and packaging-related recycling technologies.

The new Packaging and Packaging Waste Regulation (PPWR), which was enacted in February 2025 and seeks to identify and perhaps limit compounds of concern (SoC) that have an adverse effect on chemical safety, reuse, and recycling, is being implemented in part through this program. Future regulations may impose restrictions or other controls on substances found in packaging. Therefore, it is crucial that the data used to support such decisions be accurate and representative of the state of packaging material production, consumption, and waste management in the EU today.

Information to Be Collected

The present call for evidence, contains questions on the following three key aspects:

· Information to better understand the supply chain and end users of various packaging types, including the type and quantity of packaging and packaging components manufactured, imported, exported, and used in the EU for various packaging materials (plastic, paper/cardboard, metal, glass, wood, and ceramic).

· The kind, concentrations, and technical purpose/applications of the chemicals used in packaging manufacturing, in the packaging itself, and in the subsequent processing of packaging waste (such as recycling).

· The management and disposal of packaging waste, including data on waste generation volumes, collection methods, waste management pathways (such as landfilling, incineration, and recycling), the effectiveness or limitations of recycling technologies, and obstacles to waste packaging recycling.

Who Should Participate

Companies (or trade associations) involved in the entire packaging supply chain, including chemical suppliers, manufacturers, importers, distributors, formulators, downstream consumers of packaging materials and components, waste management professionals, and waste packaging recyclers, are welcome to participate in the call. Participation is also open to non-EU stakeholders and other stakeholders (such as international organizations, NGOs, Member State Authorities, and scientific organizations).

· The deadline for submitting information is October 28, 2025.

· Contributions can be made via the official EU Survey. Information can be submitted confidentially.
