Businesses using these 18 chemicals across 271 industries are required to abide by the Law on Soil Pollution Prevention’s applicable control measures and requirements. On September 22, 2025, the List of Toxic and Hazardous Soil Pollutants Subject to Priority Control (1st Batch) (henceforth referred to as the List) was released by the Chinese Ministry of Ecology and Environment (MEE). 18 different chemical kinds are included (see table below).
The List of Toxic and Hazardous Water Pollutants (First Batch and Second Batch) also include these 18 substances. The Catalogue of Priority Control Chemicals (1st Batch and 2nd Batch) was used to screen them out. They fulfil every requirement listed below:
· Chemicals that are detectable in soil or can exist in soil for a long time.
· Chemicals that are subject to national and local standards for soil pollution risk control, and for which soil monitoring methods are already available.
· Chemicals that have relevant emission limit standards and exceed the limits in detailed investigations of soil pollution status.

Furthermore, while identifying critical soil pollution supervision units, local authorities should fortify source control and include these important soil pollutants on the list of dangerous and hazardous substances.
