On December 28, 2025, France published Decree No. 2025-1376 in the Official Gazette, complementing Law No. 2025-188. Effective January 1, 2026, it introduced a full ban on the manufacture, import, export, and sale of cosmetics, ski wax, textiles, footwear, and waterproofing products containing PFAS. 

Key highlights 

1. Market ban 
From January 1, 2026, these products are not allowed to be placed on the market if PFAS levels exceed defined limits. Products manufactured before 2026 may continue to be sold or exported for a 12-month transition period, ending December 31, 2026. 

2. Residual PFAS thresholds 

  • 25 ppb for individually measured PFAS via targeted analysis (excluding polymers); 

  • 250 ppb for total PFAS measured as the sum of targeted analyses, including precursor degradation where required (excluding polymers); 

  • 50 ppm for PFAS including polymers. If total fluorine exceeds 50 mg F/kg, operators must demonstrate, upon authority request, whether the fluorine originates from PFAS or non-PFAS sources. 

3. Exemptions 

  • Personal protective equipment and gear used by military, police, civil security, and firefighting services; 

  • Industrial technical textiles; 

  • Medical, nuclear, biological, and chemical protective equipment and combat systems where no alternatives exist; 

  • Clothing and footwear containing at least 20% post-consumer recycled material, with PFAS permitted only in the recycled fraction on a proportional basis.
