 India Withdraws 14 Additional Quality Control Orders, Including Those Covering Chemicals 

On November 12, 2025, India’s Department of Chemicals and Fertilizers announced the withdrawal of 14 Quality Control Orders (QCOs) covering products in the Chemicals, Fertilizers, Polymers & Textiles category. These QCOs, originally issued between 2021 and 2023, had been slated for enforcement but faced repeated implementation delays. With this announcement, all 14 orders are now officially void. 

The withdrawn QCOs were previously listed under Schedule II, Scheme I of the Bureau of Indian Standards (Conformity Assessment) Rules, 2018, which mandated adherence to specified Indian Standards, product testing, audits, and the use of the BIS Standard Mark. 

Withdrawn Products 

  • Terephthalic Acid 

  • Ethylene Glycol 

  • 100% Polyester Spun Yarn (Grey & White) 

  • Polyester Industrial Yarn (IDY) 

  • Polyester Staple Fibres (PSF) 

  • Polyester Continuous Filament Fully Drawn Yarn 

  • Polyester Partially Oriented Yarn 

  • Polyethylene for Moulding & Extrusion 

  • Acrylonitrile Butadiene Styrene (ABS) 

  • Polypropylene (PP) for Moulding & Extrusion 

  • Polyvinyl Chloride (PVC) Homopolymers 

  • Ethylene Vinyl Acetate (EVA) Copolymers 

  • Polyurethanes 

  • Polycarbonate 

Beyond these withdrawals, several other chemical-related QCOs remain significantly delayed, with only a limited number currently enforced. Since July 2025, India has issued a series of withdrawal notifications, bringing the total number of QCOs withdrawn to 26, including this latest batch.
