On October 9, 2025, China’s General Administration of Customs and Ministry of Commerce announced new export controls on goods related to lithium batteries and synthetic graphite anode materials, effective November 8, 2025 (Announcement No. 58 of 2025).
These controls are issued under the Export Control Law, Foreign Trade Law, Customs Law, and the Regulations on the Export Control of Dual-use Items. The dual-use item control list will be updated once the measures take effect.

1. Lithium Battery–Related Items

Rechargeable lithium-ion batteries (cells and packs) with ≥300 Wh/kg (tariff code: 85076000).

Requirements for Exporters

Exporters must obtain a license from the Ministry of Commerce to export the listed goods.

Exporters are responsible for the accurate declaration of controlled items.
Controlled goods must be declared as dual-use items and include the dual-use control number.
Non-controlled goods with similar specifications must include supporting specification values in the remarks section.

Customs may inquire and detain goods if there are doubts regarding the accuracy or authenticity of declarations.
